19C City View


Route 19C City View came into PAT's route structure from the former Pittsburgh Railways Company (PRCo) feeder bus route 16 City View. The route was renumbered from the 220 City View feeder bus route around 11/13/60 and the route was originally started on 10/13/47. Its purpose was to serve as a feeder route to the trolley lines that traveled on Perrysville Avenue as well as the 7 Charles Street streetcar line from the City View area of Pittsburgh. The PRCo 16 City View later served as a feeder for the 7 Charles Street bus route after the 7 trolley line was discontinued on 9/1/61.

Date unsure but between 1964 and 1966 the routing changed on the City view end. It is shown in the 10/24/66 routing below with additional route changes from Charles Street on that were effective 10/24/66.

06/19/77 Outbound Routing - Penn Avenue at Stanwix Street via Stanwix Street, Ft. Duquesne Blvd Busway, 6th Street Bridge, South Commons, East Commons, North Commons, Federal Street, West North Avenue, Arch Street, Jacksonia Street, Brighton Road, Charles Street, Essen, Sunset, Lamar, Mt. Pleasant Road, Colby to Fabar.

A one way trip on the regular original 1964 routing took approximately 8 minutes and the one way trip time on the final 19C routing took approximately 26 minutes.

Route Highlights:

  • Started: 03/01/64 (date of PRCo acquisition).

  • Ended: 09/01/79 when the route was redesignated as the 16F City View on 09/02/79.

  • The 19C originally ran Monday through Friday only. By September of 1971, Saturday service was offered on the route. On June 19, 1977 service was offered 7 days a week including holidays.

  • Originally under PAT, the 19C was a direct feeder route for the 16F Charles Street.

  • The 19C was rerouted effective 10/23/66 to service the North Side section of the former 16F Charles Street route but the route did not enter Downtown.

  • The 19C utilized Continue Trip "CT" transfers on a portion of the line during the time the route was extended to Allegheny Center but didn't enter Downtown. CT transfers were no longer used once the line was extended into Downtown.

  • On 02/21/72, a temporary detour went into effect for certain trips to help cover areas that were unable to be served by the 16C Bellevue - West View during a large construction project on Ohio River Boulevard and California Avenue.

  • Effective 01/28/74 the temporary service was discontinued as the 16C Bellevue - West View was back on regular routing.

  • Effective 09/01/74 the 19C began offering Saturday evening service.

  • Service was extended to Downtown Pittsburgh on 06/19/77 and made the 19C one of the oddities in the PAT system at the time with a route designated as a local community route entering Downtown as a regular route. At this time also the original service to Damas and Nostra in the City View dropped from the 19C and the route changed to terminate at Colby and Fabar (the 6B Spring Hill terminus) which was north of the original 19C terminus. Service to Damas and Nostra area was picked up by a new route, the 6D Spring Looper as well as by route changes to the 6C Spring Garden. Sunday service on the 19C also started on this date.

  • By 1979, the 19C had evolved from a 9 trip a day (weekday only) feeder route in 1964 to a regular main trunk route with over 35 trips daily during the weekdays in addition to weekend and holiday service.

  • The 19C evolution resulted directly from the elimination of the 16F Charles Street route along with a series of improvements to the service to attract more ridership. The route was one of the better examples of PAT consolidating and improving services to serve the more people. As a comparison, the 16F Charles Street only had 15 trips daily leaving town at the end of service and the 19C had 36 trips daily when it was redesignated to the 16F City View with more than 4 times the ridership than the original 16F Charles Street.

  • For at least a year after the route was redesignated as the 16F, it was not uncommon to see the 19C sign reading still in use with a 16F auxiliary window card.

  • During the times school was in session, a trip or two in the morning and afternoon (varied by schedule) would serve Perry High School on Perrysville Avenue starting in 1968.

The 19C had 3 distinct schedule types.

Manchester schedules were designated as folder PM-4 and were a plain white, multi-panel fold out schedule that shared a folder with the 6B Spring Hill, 6C Spring Garden, 11E Fineview and 16F Charles Street. By 1967 the schedule design was changed to the late 60's design. The schedule folder PM-4 had one odd folder issue of PM-4I which was a very rare item as PAT always skipped the letters I and O for the folder suffix letter.

Ross schedules were assigned folder R-4 and were in the late 60's design and the MOD era design. Both designs were a multi-panel fold out schedule and included the routes 6B Spring Hill, 6C Spring Garden, 6D Spring Looper and 11E Fineview. The first schedule issued carried the folder K-4 due to Ross Garage originally being called Keating Garage.

There may have been a few PAT schedules issued prior to PM-4A as the very early schedules tended not to have folder numbers and/or were reissued former operator schedules.

Folder numbers did repeat after 24 schedules were issued. Letters I and O were not used as an issue letter.

Route Disposition:

The 19C was redesignated to the regular route designation of 16F City View on 09/02/79. This new 16F designation was fitting as the route operated over a good portion of the former 16F Charles Street routing which the 19C assumed in 1966 and made the route fit into the PAT route numbering structure for regular routes that entered Downtown Pittsburgh.
